That person gets to put the regional vote in for WA issues. Don't worry about any of it. The WA voting is completely controlled by about 10 regions, the B8 region will control around 0.01% of the total vote. All it does is basically give someone an icon next to their name. The regional controls stuff mentioned allows you to give abilities to various people in the region to kick people out, change the region password etc. Pretty useless. Issues still remains the main way to shape your nation, over time.
