But why? That kind of thing happens more frequently than you'd ever want to know in the real world. When you have the wealth, you can get away with pretty much anything. The concept of "laws" and "morality" become more like suggestions, ones which you're not required to abide by as long as you're willing to throw enough paper at anyone who has a problem with what you're doing - or have them silenced.

Bruce would never use his wealth for anything unscrupulous beyond vigilante crime fighting, but it's pretty easy to say he could persuade an adoption agency to stamp some papers. Hell, that even helps to make Gotham look more seedy and corrupt, which is kind of the whole idea.
