Fire uses ones own breath and life energy, as opposed to the other elements, which are bending substances that dont need to be generated by the user. Fire is honestly probably the weakest type imo.

Water (with or without the moon boost)is probably the best. Its versatile, water is everywhere, and you can phase shift it to ice, as well as heal.

Air when shown on screen just seems to be OP as well, partly due to how no one is really used to fighting Airbenders, but even without that note, it still seems to be a strong element. The Korra villain really shows how strong it can be in the hands of someone aggressive.

Earth is solid, and one of the most fun to watch imo, especially when performed by Toph. Metal-bending is also a very cool plus. I dislike how fluid metal bending became in Korra, its basically its own element at that point. It was better in ATLA when it was a very rigid, clunky and physical sort of bending. If were including lava bending, then earth is easily the most OP, theres like nothing that can stop it. I think lavabending (while cool) was a dumb addition.

Firebending and lightning started off as the most intimidating element due to the villains having it, but as more and more powerful non-fire benders and abilities were introduced, fire kind of just power crept, lol. Especially in Korra
