I guess I can see why you'd think that. Mordin's apparent conflicted feelings on whether adapting the genophage was right could look like a kind of hypocrisy. I think there's a distinction between the krogan uniting akin to what Wrex is doing in this game and curing the genophage, which Mordin assumes will cause galactic expansion from the Krogan. I think he's consistent on that matter, saying that it would lead to more suffering than the genophage itself would cause.

It should be remembered, though, that the whole idea that curing the genophage = new Krogan rebellion goes against the central themes of the series and is essentially disproved by Shepard in the third game.

Today I only had time to run through Grunt's loyalty mission, which he told me about after I had left Tuchanka and returned to the Normandy, so that I had to immediately go back to do it. Grunt was feeling a kind of directionless anger and was worried something was wrong with him, so we asked Wrex who said that it was essentially normal Krogan adolescence, but that we might be able to sort him out by going through a Krogan coming-of-age ritual. The resulting mission was a survival battle in a single small area against waves of Tuchanka wildlife and eventually a Thresher Maw, which was another tank enemy in ME1. You only have to survive for 5 minutes against the Thresher Maw and killing it is an optional objective, but it's very easy to do because the cover mechanics make the Maw far from deadly. It just shoots some caustic spittle at you once in a while and then burrows into the ground so your shields can come back.

Grunt is now an accepted member of the Urdnot clan, which apparently satisfies him.
