If you want, you can earn a few levels for extra SP before promotion but it doesn't matter that much. SP isn't hard to come by. Exp Level doesn't matter when merging. Only the Star level matters. Also you need to decide whether you want to go with +Atk or +Spd for Sigurd. Fortify Fliers only works with other Flying units. It only gives the stat boosts the the Flying units around the unit with Fortify Fliers.
