She was responding to a headline that called people who menstruate "people who menstruate". See, there are non-binary people who menstruate. There are trans men who menstruate. The article to which the headline referred was, if I recall correctly, about investing in improving access to hygiene products for all those who menstruate, and Rowling got all "gender critical" about it.
