The state will survive while the city is saved. Moreover, you don't need THE ENTIRE National Guard for a Riot, except maybe in the US Virgin Islands where the National Guard numbers a grand total of 758 people. Furthermore, having the entire National Guard activated makes it easier to march in since everyone is already assembled, you just break out the M16s and SAWs and send them in.

AND this is neglecting that any governor who doesn't use even a part of the guard to deal with the riots commits political suicide. Maybe Governor Walz can't run again and can afford not to care, but that still puts a black mark on the DFL in the election. The opposition will slam him with "Governor Tim Walz let Minneapolis burn to the ground" over and over. No one is willing to do that. Or if he does, eventually the Congressmen and Senators start bitching up a storm and demand Federal aid, and if they have success (a rather big "if" given Congressional approcal required for the insurrection act), then Trump calls up the state national guard and sends them in himself.
