My first time, they match, but as time goes on, my GPS watch just lags behind the app in terms of distance seen. My watch will say 6.7 miles while Strava does 7 miles

Depending on where you're walking, GPS drift can cause minor shifts in position that probably get recorded as movement. Over 7 miles, those little shifts at up.

Like, if you go inside your house, bring up maps, and zoom in you can actually watch the icon bounce around even though you're perfectly stationary.

Your watch probably has a filter that cleans up the noisy data to produce a more accurate distance. Or it uses a combination of GPS and IMU. Your phone app is probably just using raw position and so that's why you're seeing a difference in distance.

Edit: the easiest way to test which is right would be to walk a couple miles next to a road and then drive that path with your trip meter reset. Whichever one is closer to your car should be the right measurement.
