Well you didn't specify lbm vs lbw so I'm gonna assume lbm, in which case it depends on the container and how it's all piled up/spread out. More than likely, the feathers are in a pile while the steel is roughly a cube, in which case the steel would weigh more because the top feathers experience less force due to gravity as a result of being farther from the planet/body's surface and/or closer to the center of the spinning object creating the artificial gravity.
