People need to line their garbage bins at home with something so it increases the sales of those garbage bin bags where people used to just reuse shopping bags for their bins. It doesn't really matter if plastic bags used to be given out for free way back when, what we're talking about here is a tax increase for the manufacturer that effectively doubles the price for the consumer. That means it will have an effect on the current income stream, and that effect is likely negative.
