My sister spent AGES fighting to finally get unemployment. If spouse was laid off too we'd have been pretty hurting, if there wasn't savings to dip into...

Opening everything up all at once too soon is stupid. I get your concerns about partial. But people aren't going to make it forever on welfare. Something is going to give, on way or another, whether we like it or not.
