From a federalism standpoint, it's super weird to me that we've aligned on some sort of system wherein it's considered perfectly legitimate and acceptable for states to impose draconian lockdown measures on their own citizens, but the second they talk about hypothetically imposing lockdowns on citizens coming in from other states, we're told that this is a completely immoral and unacceptable violation of basic freedoms and decency.

That is exactly what federalism is all about. Each state is a sovereign. They have entered into a compact with each other called the Constitution of the United States under which they are not allowed to block travel from other parties to the compact. It's like the Schengen Treaty in Europe.

For instance, the US and North Korea could hypothetically enter into a similar treaty providing for free movement of people. NK could keep their dictatorship on their lands, they would just be obligated to allow American tourists in.
