That is exactly what federalism is all about. Each state is a sovereign. They have entered into a compact with each other called the Constitution of the United States under which they are not allowed to block travel from other parties to the compact. It's like the Schengen Treaty in Europe. For instance, the US and North Korea could hypothetically enter into a similar treaty providing for free movement of people.
