Obviously he doesnt have the technical knowledge to be developing the test himself, but he should have been on top of making sure that they did have an accurate test made quickly and that it was widely deployed. He didnt do that at all; in fact, he downplayed the risk, and created an incentive structure to minimize acknowledging that the coronavirus was going to be a significant problem for the US.
