Two people can never do the exactly the same work in the same way. Even then, there's a lot of factors that go into pay other than the work done, like experience, education, efficiency, and even just asking for more money. Anyway, the whole 70 cents per dollar was gotten by taking the average income of all men and the average income of all females, that's it.
