Hasn't been stated yet I don't think. Non-essential for now seems to be places that have people congregating or serve food. So for now 'essential' is "Do you have a job that we currently haven't deemed high risk yet? You can go to work." Or course some businesses are taking the initiative to close or find alternative measures due to lack of customers. I think eventually banks and grocery stores will be the only things that remain open to the public. If it's still bad and doesn't improve then eventually you'll only be able to go outside to get groceries or go for an isolated walk and if you can't work from home or have paid leave you're fucked.
