Galvantula, the winner of Board 8 Ranks the Gen V Pokemon, fails to appear in the Top 30 for this generation. Joltik does make the Top 30, appearing at 27th. All terrible. Galv and Joltik low votals is completely due to them having no presence in the anime at all. I guarantee you if Ash had had an adorable Joltik, it would have made top 3 for SURE.
