I won't pretend to understand thr caucus rules, but generally each state apportions delegates by statewide and by congressional district. In NH, which has 24 delegates and two congressional districts, these were apportioned into three pools of 8 delegates: statewide, CD1, CD2. You need to cross 15 percent to earn a delegate in each of those pools.
