Yeah, the difference finally is a positive for an MJ-affiliated Sonic 3 song. While for the other songs, the random channel muting and solos felt jumbled, awkward, and just shoehorned in to be different, this Act 2 version actually uses channel muting to absolutely stunning effect. The way it has "devolved" into something even more barren and desolate, and continues to devolve as the song goes on as at 1:23 the melody disappears and 1:30 the percussion and sweeps disappear, leaving just the constant back and forth scale echoing into nothingness jesus CHRIST WHY IS THIS SO GOOD. The separation of parts actually makes it easier to pick small things out about the song that I honestly completely block out the existence of in the Act 1, like the quick downward sweep that's most noteable at 0:47.

I actually use this song as I walk around campus in the negative temperatures with the snow crunching beneath my feet as a way to actually feel not awful about the fact that winter in Wisconsin is a thing that exists and I must deal with every day. It fits too perfectly and it makes me feel like real life has background music for a bit which... is not something that usually happens ever, this song is just too perfect at painting the exact picture that it wants to.

This song that continues to amaze me is all but over now.
