The actual subject of the investigation was that the owner of the company, Zlochevsky, was also in the Ukranian government prior to 2014, and used his position in government to hand his company resource contracts, evade taxes, and launder money. All of the investigations that were on Shokin's desk--dormant--covered the time period before Hunter was hired.
