For over, there's something. A friend of mine had this sort of electric type fence. You could touch it with one hand and wouldn't feel anything. But as soon as you competed the circuit, you'd feel it. It's didn't hurt, but it felt weird. So, if you and a friend were both touching it with one hand, and then touched each other, you'd both feel it. It could stop the cat from touching it.
