There are hundreds (if not thousands) of high-ranking people who believe in those ideals and will fight to keep their places. Palpy and Vader dying (not to mention the Death Star going kaboom) would certainly give the Rebellion a big shot in the arm, but it's not gonna lead to immediate regime change. This is something that the EU got right, in that the Empire didn't just go away after Vader/Palpatine died.
