People still believe this? This isn't a movie, it's real life.

The problem is that you seem to be conflating women with a five year old unruly child. The former is not a child and can do serious damage.

Restraining someone is one of the dumbest things one can do. There is a reason why when cops do it they use batons and other weapons. It's dangerous. Even if cops do not use weapons, the prospect of them potentially using weapons will deter most rational people from fighting back.
