Apparently, Lisa had braces when she was a (younger) kid, but they did not work. They were applied by a "rogue periodontist" rather than an orthodontist. The new braces had to be put in over a two week period. Top row then bottom row. When the top row was applied, it forced her to constantly smile, and her smile caused people to respond positively to everything she said. She used this to manipulate people and started a recycling initiative. Right as the program was ready to launch, it was time for the bottom row of the braces.
