I often find that usages of the "surprised pikachu" meme are describing situations which are not actually that surprising. In general, these scenarios are not like "wow, you caught a shiny ralts! I never thought I'd see that" (except maybe that guy who didn't notice his dumbass cousin has a PikaPika pass). But instead, scenarios like "You can't be serious!", "Ow!
