he'd have to be literally hacking or something to get his IP blacklisted or doing something that would trigger it, like mass refreshing or scarping or something. The old IP ban page doesn't even exist anymore, it just goes to a 404 so...
Maybe he meant after getting suspended that he can't make new accounts with them being set to level 4, then made read only because of usermap. Or perhaps his IP is blacklisted for that too. It's also possible that his entire ISP is blacklisted (possibly his fault but possibly not)
