SpeedDemon20 01/04/20 2:35:10 PM #42:	I think he just means they have EVs fully invested and properly allocated (technically there isn't such a thing as "perfect" EVs, since you can design a Pokemon to suit your need, but it won't cover every case). You can feed Pokemon vitamins now to fully EV train them and they never even have to enter battle (prior to Sword/Shield, you were limited on the number of vitamins you can feed).
