I don't rinse at all. Just spit is fine. Although if really needed a very little amount of water AFTER is what is recommended to me as the toothpaste needs to stick and the point in rinsing your mouth is some folk don't like the taste of toothpaste too much. Wetting your mouth before would make the toothpaste not stick if you use a large amount of water and seems a pointless thing to do.

I tend to stick what's recommended to me. Mouthwash is optional for me.
