I don't know about the other branches, but in the Army this is not true. You are required to qualify every 12 months at a minimum. A lot of units will send you every 6 months. This isn't taking field exercises and training into consideration either.

Now if you were to say a vast majority of troops don't handle weapons very often outside of boot, then you'd be right.
