There was already tension and attraction between Mako and Korra. So of course it would be seen as romantic.

I guess when asking someone out, you usually just do it out of nowhere without provocation. You dont flirt, talk, or anything beforehand. You dont even gauge attraction first. Anyone who is friendly to you is attracted to you
