As far as Outskirts Jackal Snipers go, they're a pain in the ass, but they can be defeated.

The first courtyard with Johnson is basically a warm up. He is invincible and has a sniper of his own, so let him try to kill a few snipers, or at least point them out to you.

Before Johnson leaves via Pelican, take his Sniper Rifle from him and give it to one of your marines. Arm a 2nd marine with the sniper stashed in that alcove. Arm a 3rd marine with a beam rifle, but only do so if there's still a beam rifle left for you.

The first Alley has 6 snipers, one of which you can get the drop on immediately with your BR. From there, it's a bit of luck, but your marines will help to draw fire away from you... as dumb as it sounds, it takes 2 beam rifle shots to kill them, but only 1 to kill you. Their health can recharge, much like your shields. They sure as hell won't win the battle for you, but they can give you some breathing room.

The alley after that has about 5 jackal snipers, but it is spaced out a bit and you get semi frequent checkpoints. Try to kill the first 3 ASAP, then kill the last two before a checkpoint.
