When exactly on your scale does a child become a teen and when exactly does a teen become an adult? Age is literally just a number, nothing but the roughest estimations about a person's intelligence, morals, or accountability can be gleaned from knowing their age. Dividing the court system and many other laws and systems by age is arbitrary and even if they won't admit it openly most everyone involved with law understands this.
