Because if you pay into a program you should have access to it. Because means testing would cost money too and require hoops to prove you aren't a certain status of rich. It would slow down the process, make it more tedious, and also I would imagine cause resentment. It really is like our public schooling now, just extended through college. That makes sense.


Seriously this. It creates incentives to under report income which requires extra layers of red tape and extra costs to make sure people are eligible.

It's why UBI is a better way to establish a base line standard of living than our existing social programs. People won't go out of their way to not work or disguise their income for the purpose of qualifying if they automatically qualify.
