The entire game from gym 7 on is just incredibly barebones. It's obvious they had stuff planned but cut all of it for time.

The last city even has a more elaborate transportation system but the city itself is completely empty. A section of it even has huge sprawling shops but none of the doors actually function.

Several end of game events we hear about but never see, there are areas that were clearly meant to be explored as a classic villain base but are cut as a mere elevator to a Pokemon battle(this happens two or three times).

The last route is not a victory road equivalent but a rehashed tile set and one of the smaller routes in the game.

Dont even get me started on the uhhh, town, that gym 7 is in. Especially its not so secret entrance.
