YouTube might be overreaching in how they apply the guidelines, but that's not coming from the FCC.

Second, just because your video has bright colors or animated characters doesnt mean youre automatically covered by COPPA. While many animated shows are directed to kids, the FTC recognizes there can be animated programming that appeals to everyone.

I read the whole thing and this is becoming increasingly apparent that this whole thing was just fear-mongering. I made this topic back when I first learned about it but have done my research since then.
