Pretty much, though we tend to call them "parents" when we're talking about humans. Some people are neurologically predisposed to being bad and can be a much greater challenge to parent than a normal child, but there are very few people so completely terrible that they couldn't have turned out alright with a better upbringing (which may have included therapy).
