To me, a character is a unique individual.

You can lack dialogue and still be a character. There can be mute characters - Caim in Drakengard gives up his voice to make a pact with a dragon and it doesn't make him any less of a character. There can be characters who don't like the party and refuse to speak to them, or are really stoic, or whatever.

You can lack a name and still be a character. Books sometimes use unnamed protagonists as gimmicks. Like in the book version of Annihilation, the research team is never named - it's "the biologist," "the psychologist," "the archaeologist," and "the surveyor." But biologist is not a character class, it's the specific woman who was on the team.

I feel like Red Mage is questionable because we don't know if one or none or multiple Red Mages were involved in the story of FF1 (though I am not up on the LORE). It's really the possibility of multiple Red Mages that makes me wonder. Like, if there were clearly canonically six individuals, one with each class, and two of them just hang out in the tavern the whole game or whatever, I wouldn't question that.

(But ultimately I don't care that much. I like the hat and would vote Red Mage over a lot of undisputed characters)
