Topic	17 y/o Kid BANNED on FORTNITE has LEFT Los Angeles and went back to the UK!!!

I don't watch him or Fortnite, so my knowledge of the subject is extremely limited, but were the rules updated after these two got caught or something? Right..that's what I'm hung up on too. There's not a warning system in place either?
