If they're going to stick with 400-500 from now on and keep adding about 80, then there's too many Pokmon to guarantee something gets in at least every other game unless you literally rotate everything between in and not in. They haven't felt like Shinx belongs in a regional dex for 10 years now. Stantler hasn't been in a new regional dex for even longer than that. And next Gen they have 80 more Pokmon as competition to fill the same amount of slots.
