Not at all. This is straight up out of Mexico cuisine. They just took hot dogs and threw mostly Mexican ingredients in and as it slowly crossed the border the guy who made them added some more American ingredients. This was a slow and gradual combining of cuisines by a guy who lived in one country and then another. Yes, he wanted to blend both cultures, but he did it because he lived in both cultures. It wasn't about making the craziest thing he could come up with but instead combining what he'd known throughout his life.
