I would guess Sonic 2 SMS was already mostly complete by the time Sonic CD development started, considering the very primitive Sonic CD prototype that just got revealed is dated for December 1992, a month after Sonic 2 SMS came out. Depending on how far into the game's development the music composition happened (the earliest I could find evidence of its development is a year prior to that in December 1991), however, it is entirely possible that both songs are actually "variations of the same song" and were composed at the same time rather than either being based on each other.
