They really can't do well at long-term formats without angering people. Modern was the new Legacy, Frontier and Pioneer have tried to be low cost alternatives to Modern. I remember what I consider the best Extended format I played with Urza's to Kamigawa. I've heard people call it the extended format that ruined the format, but everyone could play it. You could take standard decks and with max $30 make it full compatible the format or play a deck you played five years earlier. People still got upset.

It doesn't matter how you do it, there will always be someone angry about a long-term format while the people with the cards will either be angry that a slightly shorter-term format is trying to replace the one they (paid to) play or feel like they've been pushed out. There is no making people happy in this regard. Everyone will be unhappy if they paid for a format that will be pushed out or asked to pay into a format that is more expensive than their budget allows.
