A lot of liberals have been too quick to conspiracize in the aftermath of 2016. A simpler explanation for Gabbard is that she's just sort of an opportunist looking for any opportunity to raise her profile. As a rep from Hawaii, that's tough to do in conventional ways.

So she spotted a chance to be known as the anti-DNC Dem in the 2016 primaries after the Sanders campaign emerged, then contemplated being the Democrat in the Trump administration, and now is just trying to do the anti-DNC thing again.

Yeah, I think the simplest explanation for Tulsi Gabbard is that she's a mediocre-to-poor politician whose ambition outstrips her abilities. She got took a lucky risk once and has stuck with it doggedly. From the sounds of it, she's probably going to lose her Congressional seat to a primary challenge too.
