I'm not putting words in your mouth, you are the one proposing that we threaten certain people with punishment for exercising their rights within a certain timeframe. What you are proposing is saying "in some cases there may or may not be a potential punishment that may or may not be enacted upon an individual who doesn't wait to exercise their rights". It's obviously threatening and needlessly convoluted.
