srsly, it makes absolutely no sense. the only guess i have for it is that it's like a Pepe the Frog kinda thing. someone in the intervening time between the end of Watchmen and Watchmen HBO's alternate 2019, some 4Chan trolls were like "lol guis let's convince people that the Rorschach mask is a symbol of white supremacy lol it b funnay" and actually convinced people that it was legitimately a symbol of white supremacy when it's not, and then actual white supremacists co-opted it because why not. that's literally the only way i can make "sense" of it (sense in quotations because it actually doesn't make sense, just like in real life).

It will probably be explained later, but if we look at symbols that white supremacists use then we will see that they love to steal other symbols and find new uses for them.
The Arrow Cross was an ancient symbol of the Magyar tribes who settled Hungary, it was used in Christianity and the Arrow Cross Party during WWII.
The Aryan Fist is just a recolored Black Power Fist.
Runes and Thors Hammer are old Viking symbols.
The Bowlcut is an old haircut.
Fasces is an old Roman symbol.
H8 is just 1337 speech.
Identitarian lambda is just a Lambda symbol.
The Imperal German Flag is just an old flag.
The Iron Cross is an old pre-German military decoration.

Etc etc.
