As a movement it's less than ten years old, and is probably still better identified with MGTOWs (Men Going Their Own Way, who swear off women, employment, and society in general) and similar manchildishness.

MGTOW is a philosophy, not a movement. And by your own definition is anything but MGTOW.

I didn't say it was internally consistent. It isn't. The name isn't a very good descriptor at all, but it is theirs.

And I'm asking again, in what way are incel a movement? They have wants and desires but in what way are they mobilizing to protest, to change society?

You're right that "proto-movement" may be better, to coin a term, but I'd say it for the opposite reason. They've done plenty of mobilizing, but don't have have a coherent sense of what they want.
