It was the memory cards and Sony's anti-piracy policies. A lot PSP owners were used to pirating PSP games or getting very cheap PSP games. A lot of PSP owners were waiting for an exploit on the Vita, and when they found it wasn't going to happen anytime soon, they didn't buy it. But consumers were willing to give Sony a chance, but Sony just wanted to have full control of the system, and the proprietary memory cards was the nail in the coffin.

Had Sony simply used SD cards, the Vita would have sold a lot better.
