So murder: yes; criticizing the Chinese government: no. Would've been pretty fucking simple to implement. Of course, China doesn't care about a functional agreement and just wanted control over HK. In any case, I never understood why this jerk is somehow safe in HK anyway. He and his victim are both from HK, so even if the murder occurred elsewhere, why couldn't/wouldn't the HK authorities arrest and try him in HK?
