So the turtwig one I believe was indeed a glitch, but this new one is intentional. These are ones where, if I'm not mistaken, the silhouettes of ones you've already caught are ones that have halloween costumes on. Nah that's not it cuz we're getting really random ones like Electabuzz and Cacnea and Weedle.
