I think the typical reference to a "sloppy joe" is a shortened version of the more proper name which would be a "sloppy joe sandwich"

Like how if you order a "sub", you actually ordered a "submarine sandwich"

So really...a "sloppy joe sandwich" is just a sandwich with sloppy joe [meat/sauce] as the primary ingredient

So you can eat sloppy joes without it being a sandwich

The grammar is just awkward because most foods don't have proper nouns as part of the name
