In the last two impeachment procedures a house vote was performed to start the inquiry in the first place. This isn't stating that she isn't going to put impeachment up for vote at all, but that she's going to bypass precedence in not forcing people to vote on the inquiry at all.

The last impeachment of a president, yes. Not the last impeachment procedure.


I am not aware of any prior impeachment inquiry that was conducted without first being approved by house vote even though technically it doesn't have to be. There may be one, but if there is I haven't heard about it.
